NEW hampshire Concord Steam Corp. has won approval from the zoning board for plans to build a wood-fired electricity and steam heat plant to be located on the former Boston and Main railroad site at South Main and Langdon Sts. in Concord. Sheerr Mc-Crystal Palson Architecture Inc. is architect and Golde Planning & Design Inc. is the engineer. The estimated $50-million project includes construction of a new 22,980-sq-ft wood-chip-fueled power-plant and steam generator, installation of steam transmission lines, two 75-ft wood-chip silos and a 110-ft-tall smokestack. Work will include demolishing about 57,000 sq ft of condemned, abandoned rail yard buildings, and removal of contaminated soil from leaky underground fuel tanks. The project still must obtain permits from the State Dept. of Environmental Services and the Public Utilities Commission. Construction could possibly start by March 2009 and be completed by the summer 2010.
