Construction activity declined for the fourth consecutive month in February, according to the U.S. Dept. of Commerce's seasonally adjusted annual data for total construction put-in-place. In February, the seasonally adjusted data fell another 1.3% below January's pace and was 12.8% below February 2009's pace.rnOn a year-to-date basis, construction put-in-place through the first two months of the year totaled $116.2 billion, which was 14.4% below the opening two-month period of 2009.
