A modest rebound in steel prices during September and October was crushed with an average 0.9% price cut in November for channel, wide-flange and I-beam prices tracked by ENR. The November cuts left average prices about 1 % below November 2011 's level. Prices for grade-60 reinforced- concrete bar also declined 0.7% this month and are now just 1.3% above a year ago. ENR's 20-city average price for hot-rolled carbon-steel plate declined 0.4% this month, leaving prices at about the same level as November 2011. Prices for stainless-steel sheet products are running 1 % to 2% below a year ago.
