Not only is the environment tough for contractors of all sizes who are struggling to find work and obtain adequate margins but also for owners dealing with budget and staffing issues. The U.S. unemployment rate is 8.2%, as of May, but is 14.2% for the construction industry, two points down from the same time last year.
