The U.S. Army Corps of Engineers is wading deeper into the use of alternative financing for its civil works program, putting forth four projects for a new public-private partnership pilot program. The program is part of a broader Revolutionizing USACE Civil Works effort to accelerate project starts and completions and thus reduce needed funding. One goal is to cut the Corps' $100-billion backlog of congressionally authorized but unfunded projects.
