With growth in wireless devices and the Internet fueling an unprecedented demand for radio spectrum, the Federal Communications Commission (FCC) was urged late last month to scrap rules that block development of secondary markets that could help ease the shortage. FCC Chairman William E. Kennard called for a plan to help alleviate the spectrum drought by encouraging such markets and looking toward promising new technologies.
