How Can Local Governments Help Make District Energy Happen?

District energy activity is greatest in countries and provinces with strong energy efficiency and greenhouse gas reduction goals, as well as taxation, financing assistance, portfolio standards and other policies and programs that provide price signals that encourage implementation of district energy systems (DES). Given the overall political and legal framework in the U.S., Canada and other countries, these types of broader federal or state/provincial policy support are not available for local governments that want to establish integrated community energy systems. However, there is much that local jurisdictions can do.
