摘要

This study addresses the issue of food production and its relationship with the territory, space without which there is no possibility of producing culture. It also examines the use of water - as an element that makes up the territory - in agriculture, noting that the irrational use of this feature can result in damage to the environment and the community. It also discusses the issues concerning the right of access to safe water as a human right, and also designed the right to food. Emphasizes the importance of legal mechanisms to control the use of water as a way to preserve the springs and establish programs to recover those degraded.
