'Strategy' and 'Al-Qaeda' are two terms whose meanings continue to defy precise definition. In both cases the issue is often one of scope. Strategy is the current value of America's reputation, it might be better to encourage others to promote these customs lest they be tarnished by association with the 'War on Terror'.
