Flexible fast-jet training

Some years ago, I went along to a presentation by some MoD MSc students on PFI. After the presentations, the lecturer responsible mused on the subject of PFI and the part that stuck most in my mind was a statement by him that PFI ran the risk of creating 'pebbles in the pond' that were only partially integrated with the rest of defence. Whilst some outstanding work had been done on PFI, the very thing that was an important driver in value for money - certainty -was, at times, a problem, as it meant that whilst change could be accommodated, it was largely in a non-competitive environment with its concomitant effects on value for money.
