Within the international community there are increased demands requiring understanding of the enterprise as a whole; interoperability between different systems (civilian as well as military); and also on cost- effective life-cycle management of systems. These demands are often expressed as a need for Enterprise Architecture (sometimes also called Network Enabled Capability). The reasons for the demands are, for example: increasing requirements on 'connecting' different systems to enhance the effect of the 'whole' system; management of complexity; decreased funding; and the need for cooperation between different stakeholders in international operations.
