Listed building control: the start of evidence-based policy-making

For over four decades Listed Building Control has lacked a systematic evidence-base for policy-making. Neither the extent nor the effect of this statutory control is measured. A practical result of this lack of interest in empirical evidence is the complete absence of control standards.No other statutory control would allow such unregulated governance, and the lack of information ought to sound alarms. Yet the heritage sector appears to assume that the demands of good governance are being met.
