MR. OWNER'S ESTIMATE: IS NOT SATISFACTORY -WHY NOT?

Projects are being proposed and estimates prepared for many projects in locations around the world and in many industries. Often these estimates, Class 1, Class 5, and every stage in between, are prepared by owners' estimating staffs, design teams, or other service providers and they fail to meet the expectations of the owner. What can be done to bring the efforts of these parties closer to meeting the needs of the owner? This article will discuss common shortcomings of these estimates and the reasons for those shortcomings on the parts of estimating and design teams, as well as owners, and will suggest solutions.
