BSF -COMPLEX, EXPENSIVE AND FLAWED

Much of the first half of the James Review reads like a post-mortem of Building Schools for the Future, with the conclusion that the scrapped £55 billion programme delivered projects that were "complex, long, expensive and onerous". The review found that all forms of previously existing education capital funding - BSF, Devolved Programmes and Targeted Programmes - were flawed. But it focused on the failings of BSF, which it found originated chiefly from fundamental flaws in the procurement and design stages.
