Web 2.0 technology supports the functionality to make websites look and feel more interactive. And tools used in the design of these websites are easily available and require less training to create an acceptable result. In short, we have de-skilled the ability to create a reasonably acceptable site thanks to improvements in technology. However, good-looking sites are not the only issue for increased fraud, nor are they the major driver.
