Silence over A14 lay-by decision

Highways england won't be drawn on why it isn't building lay-bys along 21 miles of the upgraded A14 in the East of England. The £1.8bn Cambridge to Huntingdon improvement scheme is designed to provide extra capacity and increased safety when it opens in 2020. But CM revealed that no lay-bys would be constructed along the route, with just emergency refuge areas built for drivers who encounter problems (CM 10 November).
