Tick off red cross offenders

The other night I was sitting in stationary traffic on the M25. Well, I say stationary, but strictly speaking the adjective only applied to the inside lane. The other three lanes were free-flowing and hundreds of vehicles were speeding by. Why didn't I join them? Because there were bloody big red crosses on the gantries above the lanes. So instead I sat there, blood pressure going through the roof, window open, making hand gestures to every vehicle that passed by. While waiting I tried, and failed, to puzzle out why cameras on the gantries can't be set to capture red cross offenders. It's one of the questions I'll be asking when I visit an M25 control centre next month.
