Latin America Lays New Groundwork For Science And Technology

Spurred by economic success of Pacific Rim countries, Latin America is embracing research as key to development. It's wake-up time again for science and technology in Latin America. The region's political and economic leaders are establishing new sets of policies tied to international competitiveness and to the economic, environmental, and social needs of the region. These new policies were spelled out last month at a first-ever meeting of Latin American science and technology ministers in Cartagena, Colombia.
