France needs 13 million dwellings in order to house her population. The number in existence at present is 12 million. Of these, at least 5 million are out of date and, in many cases, are so insanitary that they need to be pulled down and rebuilt, or completely modernised. France is, therefore, planning to build 1 million new houses and reconstruct 5 million. These are official government figures.
