摘要

Ever since London won the bid for the 2012 Olympic Games six years ago, we have been waiting with bated breath for the moment the delivery programme goes horribly and catastrophically wrong. Pretty much as soon as the post-victory cheering had died down, the sceptics were out in force. The general public was dubious that the UK could break the pattern of Olympics past: projects going to the wire and budgets soaring out of control. And back in 2006, the construction industry tended to agree. The Olympic Delivery Authority (ODA) was one of the least popular construction clients at the time because of the risks involved in delivering such a huge project to a fixed end date - it famously received just one proposal from Robert McAlpine for the construction of the main stadium.
