HCA to hold back 25% of affordable homes cash

The Homes and Communities Agency (HCA) said this week it would hold back 25% of the funding for its 2015-18 Affordable Homes Programme - worth £425m - to spend later in the period in order to avoid the situation under the current 2011-15 programme, which saw a hiatus in social housing starts because funding was agreed without specific schemes being identified.
