In Paris, there is huge debate about what we can do with the high-rise estates of the sixties and seventies. Many have been refurbished several times but the situation hasn't changed. It is a problem in many countries, but especially in France, where there are tough social problems. The government decided to engage in a programme of demolition and rebuilding. But we thought we could do something more interesting because the problems don't come from the architecture. Yes, the architecture is the first icon or symbol of the failure in society, but if you demolish it the situation doesn't become better.
