As Dixon Jones completes its sensitive reworking of the Regent Street Quadrant, we look back to what BD in 1979rndescribed as the "planning brouhaha" surrounding Piccadilly Circus that had been going on for 20 years.rnControversy began in 1959 when tycoon Jack Cotton unveiled plans for a 30-storey tower on the site of the former Cafe Monico, which he hadrnacquired for £500,000. Rising to 52m, it would contain shops, restaurants, a bank, exhibition rooms and offices, with facades covered in vast advertising displays - to suit the London County Council's desire for "pleasing buildings by day and animation by night."
