If, as expected, the localism bill attains royal assent later this month, public referendums look set to play a significant role in the way that decisions about our built environment are reached in future. Both the community right to build and neighbourhood planning chapters of the bill give community groups new powers to steer development as long as they can demonstrate overwhelming public support for their proposals.
