Steven Bochco had already raked up 14 years of writing credits for hit shows like Columbo when Brandon Tartikoff approached him in 1980 with an idea for a cop show. Bochco, then working for Grant Tinker at MTM Enterprises, and his partner Michael Kozoll, were feeling burnt out on cop shows by that point. But they listened to what Tartikoff had to say. Bochco agreed to work on the show that was to become Hill Street Blues. He laid down two demands: The network couldn't interfere in the development of the series, and the concept had to push the genre beyond its usual confines. Those road rules have come to define his work as a writer and producer.
