Californian regulators have a mandate to develop and adopt hull fouling regulations by January 1, 2012 and niche areas such as seachests will be a focus of attention. Research has shown that areas such as this lack the strong shear force of flowing water and lack anti-fouling paint, making them hotspots for organism accumulation. In several cases examined during research funded by the California State Lands Commission, seachests had nearly three times more species present than other submerged parts of the hull.
