Special attention is drawn to the economic, social and political conditions enabling financial intermediation and investment in urban infrastructure to assume a prominent position. Appraisal of the role played by financial intermediation in urban and regional growth needs to be mindful of the values and perspectives not just of elites as winners of the game but also of ordinary citizens and of the losers and victims of globalization, neoliberalization and financialization.
