Many people in the water utility business tend to consider the water and wastewater industries two rather distinct and different businesses. We think of "good" water as coming in through one pipe and "bad" water as going out through another. However, the differences and the boundaries between water and waste-water are slowly and surely fading over time. Today, we hear more and more frequently that "water is water." Water utilities are increasingly viewing wastewater as just one more potential source of primary or drinking water, and the similarities between the two businesses are greater than their differences.
