TEC Project Report:National inventory of regional collaboration among water and wastewater utilities

摘要

Water and wastewater utilities face an increasingly complex array of challenges spanning economic, regulatory, environmental, and social issues. Some recent challenges that are likely to persist into the foreseeable future include tight budgets, revenue that is flat or decreasing, water consumption levels that are decreasing or flat, increasing regulations, and the need to communicate with members of the public being served, including public messaging in the face of rate pressures.
