Emergency response or long-term resilience? Extreme events challenge water utilities and their communities

Critical infrastructure resiliency in the face of extreme events has been brought to the forefront in the United States, especially in the aftermath of Superstorm Sandy in October 2012. The topic has received increasing attention from the Obama Administration, both in President Obama's 2013 State of the Union Address and in the Presidential Policy Directive-Critical Infrastructure Security and Resilience released Feb. 12,2013. The document provides direction to the US Department of Homeland Security and sector-specific agencies, including the US Environmental Protection Agency (USEPA), about how the United States should strengthen the resilience of critical infrastructure in the face of all hazards, including weather-related hazards.
