10 years ago, A bill passed last month by the Transportation & Infrastructure Committee of the House of Representatives could soon reform federal Super-fund laws to protect small operators from contamination-cleanup liability. H.R. 1300 would exempt owners of operations averaging less than 75rnfull-time employees and $3 million in gross receipts from cleanup liability if they didn't know about the contamination problem at the time they purchased their operations' and didn't contribute to the contamination.
