The discreet Tanzanian deputy minister for energy and mines, Medard Kaleman, who has held his post since 2015, is one of the rare few to have escaped president John Magufuli’s clear-out of both the ministry and the state-run company in charge of oil, TPDC. Kaleman is virtually untouchable. According to our sources, he is the son of president Magufuli’s sister. Before being appointed deputy minister, Kaleman was legal director at the ministry for energy and mines. He has been a constant supporter of ruling party, CCM, having first joined the party after turning 18. Since Sospeter Muhongo was forced to step down as minister of energy and mines on May 24 under accusations of mismanagement of mining exports, the ministry has been on operating at a crawl, with oil firms - Shell, Statoil, Maurel & Prom - having trouble getting hold of anyone.
