With the new F-Gas regulations approaching their first anniversary, the next step of the quota reduction is about to take effect. This means that the amount of HFCs in CO_2 tonnes equivalent that can be placed on the market in 2016 must reduce by 7% of the base line that was set for 2015. The general consensus is that this 7% reduction will place greatest pressure on high GWP refrigerants such as R404A. The incumbent quota holders will have less CO_2 tonnes to sell, while 2015 new entrant quota holders will have a much bigger reduction to their allowance, as more new entrants will be allowed to have a share of the total new entrant pot of the quota which has also been reduced by 7%. The main purpose of the quota element of the legislation was to force an orderly move away from high GWP refrigerants to those with a lower GWP.
