近年来，在长江流域实现经济社会高速发展的同时，仍然面临着局部洪涝灾害、水资源供需不平衡、水污染、水土流失等较为严峻的水问题，因而推进长江流域管理信息化建设成为改进流域管理效能的重要途径之一。在阐述流域管理综合性和时效性要求的基础上，分析了现阶段水利信息化现状及存在的主要问题。从信息化顶层设计视角提出了建设覆盖全流域的监测网络体系、建立流域数据中心、开发应用支撑平台和重点业务应用的基本构想，为进一步落实流域与区域相结合的管理理念，提升流域机构的服务能力、管理水平，并树立其良好的公众形象提供信息化保障。%With the fast economic development in the Yangtze River Basin, severe problems are encountered such as drought and flood disaster, un-balanced water consumption and supply, water pollution and soil and water loss, for solving these prob-lems, it is necessary to improve the river basin management by promoting water conservancy informatization. Through illustrating the requirements of comprehensiveness and timeliness of basin management, we analyze the current status and main problems in the water conservancy informatization. From the view of informatization top-level design, we put forward several concepts such as constructing a monitoring network covering the whole basin, establishing a basin data center, developing application support platform and some key business applications. The above measures could provide informatization guarantee for further implemen-ting the management concepts of basin and region combined administration, improving service and management level as well as establishing a good public image of basin administrative agency.
