基于熵权-TOPSIS的水电工程项目群协同度评价

         

摘要

为有效推进水电工程项目群中各子系统的协同发展,提高水电工程项目群整体以及内部之间的协同度,针对普通评价方法中主观性较强的问题,提出基于熵权法和TOPSIS法的项目群协同度评价模型. 建立包括信息、资源、文化、目标、环境、组织管理6个子系统及19个二级指标的水电工程项目群协同度评价指标体系;借助熵权法确定评价指标的权重,通过TOPSIS法计算各个子系统在启动、规划、执行和控制、竣工4个阶段的相对贴近度及各阶段项目群整体的贴近度. 某水电工程项目群实例分析表明:该水电工程项目群协同度整体平稳偏低,与实际情况相符.%To effectively promote the coordinated development of each subsystem of hydropower engineering program and im-prove the synergy degree of the whole program as well as its individual parts, a synergy degree evaluation model based on entropy weight and TOPSIS is proposed aiming at the strong subjectivity of common evaluation methods. A hydropower engineering pro-gram synergy degree evaluation index system composed of six subsystems including information, resources, culture, target, envi-ronment, and organizational management and 19 secondary indexes is established. The entropy weight method is used to deter-mine the weight of each index while TOPSIS is adopted to calculate the relative closeness of each subsystem and the holistic close-ness of whole program in the four stages of initiation, planning, execution and control, completion. The empirical analysis of a hydropower engineering program shows that the overall synergy degree of the program is stable but low, which is in line with the actual situation.
