综合管廊管理组织结构与运维管理模式研究进展

摘要

The operation and maintenance management mode is an important cornerstone for en-suring the safe and efficient operation of utility tunnels.Starting from the organizational structure of utility tunnel management,this paper summarizes the typical management modes at home and a-broad,and analyses the characteristics of different modes.France adopts the"owner self-manage-ment"mode;the operation and maintenance management are entirely undertaken by the govern-ment,with high costs and lack of vitality.Japan adopts the entrusted management mode,which entrusts the management of utility tunnel to a specialized company and the Pipeline Section of the government is responsible for the supervision.Xiamen adopts the mode of unified management of construction,operation and maintenance,which improves the simplicity of management.Suzhou Sangtian Island uses a combination of professional management and supervision methods,which improves management efficiency.The utility tunnel management will develop towards intensifica-tion and replicability.%综合管廊的运维管理模式是保障综合管廊安全、高效运营的重要基石.从综合管廊管理组织结构出发,总结国内外典型管理模式,分析不同模式特点.法国采用政府"业主自管"模式,运维管理内容全部由政府承担,成本高,缺少活力;日本采用委托的方式,将综合管廊由专业公司负责,管道科负责监管;厦门综合管廊采用建设运营维护管理统一管理的模式,单一主体提高了简约管理;苏州桑田岛综合管廊采用专业管理与监管结合的方式,提高了管理效率.综合管廊管理研究将向集约型、可复制性方向发展.
