西南旱灾的原因分析

Southwest drought has been seriously impacting on the production, prices and livelihood of urban and rural residents in Southwest China.On the surface, Southwest drought is a natural phenomenon. However, from the human behavior side, Southwest drought is the social problems in fact caused by human error behavior. Only by establishing a sustainable scientific development concept, ecological and environmental protection institutions and the socialist institutions of agricultural economy, can we fundamentally get rid of the model of "depend on Heaven for food" of the development path with serious natural reliability, to achieve long-term stability and sustainable development in rural areas.%西南旱灾已经对西南地区的生产,物价和城乡居民生活造成了较为严重的影响.从表面上看,西南旱灾是一种自然现象.但是,从人类行为方面看,西南旱灾实际上正是人类错误行为造成的社会问题.只有建立可持续的科学发展观、生态环境保护制度和社会主义农业经济制度,才能从根本上摆脱"靠天吃饭"式的具有严重自然信赖性的发展路径,实现农村的长治久安和可持续发展.
