The lightning is a natural disaster in the atmosphere, which is an indisputable fact, and it can bring destruction human may occur at any time, from the building damage to the satellite communication networks and appliances used in the home, all are suffering from the threat of lightning. How can we better complete the national mission of lightning protection and disaster reduction and curb the occurrence of lightning disaster largely depends on the human factor, namely the quality problems of policy makers, managers and builders. For the rapid and healthy development of cause of lightning protection, we must establish a well-trained, highly qualified and proficient team of lightning protection and disaster reduction, which is also the problem the lightning detection personnel has been thinking about.%雷电是发生在大气中的一种自然灾害，这已是不争的事实，它所带给人类的破坏全球随时都可能发生，从建筑物损坏到卫星通讯网络以及家庭中使用的电器，无不都遭受着雷电的威胁。我们如何能更好的完成国家赋予我们的防雷减灾使命，如何更好地遏制雷电灾害的发生，这在很大程度上取决于人的因素，即决策者、管理者、建设者的素质问题，为使防雷事业依法、快速、健康发展，就必须建立一支训练有素的、业务精通的高素质防雷减灾队伍，也是我们防雷人一直在思考的问题。
