政府投资项目评价指标体系及设计

摘要

According to the features for government investment projects, the environmental impact evaluation index system of government investment projects is established by using fuzzy mathematical method, and fuzzy evaluation factor set and weight set of index system are established. The level of integrated environmental impact of government investment project is determined by external environmental impact models of government investment projects, and then the corresponding measures are adopted. Combined with the government investment projects, the results show that the method can objectively and comprehensively evaluate environmental quality.%　　针对政府投资项目的特点，应用模糊数学的方法确立政府投资项目环境影响的评价指标，建立了指标体系的模糊评价因素集和权重集。通过对政府投资项目对外部环境影响模型的建立来判断政府投资项目综合环境影响的程度，进而采取相应的控制措施。本文应用某政府投资项目实例阐释了具体的计算过程。结果表明该方法可以客观全面的为评价部门提供环境质量评估依据。
