本文将信息论中的信息熵理论引入到 CO2总量目标分解中，将我国各地区 CO2排放的影响指标分解为人口规模、人均GDP、经济结构、能源结构、能源强度、排放强度和历史排放量七个指标。根据信息熵理论计算出各指标的信息熵和信息熵权重，根据熵权进一步计算出各地区的综合评价值，从而将我国2020年减排目标分配到全国30个地区。最后根据研究结果给出了一些减排措施意见。%This paper introduced the information entropy theory and decomposed the influencing factors of carbon emission into seven factors, which were population size, per capita GDP, economic structure, energy mix, energy intensity, emission intensity and history cumulative emissions respectively. Then this paper calculated the information entropy value and information entropy weight of each factor according to the information entropy theory. After that this paper calculated the comprehensive value of each provinces. Then allocate the reduction burden to 30 provinces according to the comprehensive value. Finally, this paper presents suggestions reducing carbon emission.
