西部产业园区结构调整与集约用地的价值创新研究

         

摘要

土地是不可再生的稀缺资源,也是人类生存和发展不可替代的基本资源。为扭转西部产业园区在开发中与农业现代化、新型工业化和生态城镇化不协调的局面,改变产城不融合、产业不衔接、用地不集约的现状,必须通过基于产城融合、城乡统筹、以人为本的顶层设计,实现园区、行政区和城郊农村在结构调整和集约用地两方面的价值创新。%Land is the non -renewable scare resources, and is also the irreplaceable basic resources for human survival and development. In order to reverse the uncoordinated situation between construction with agricultural modernization, new road of industrialization and ecological urbanization during the development course, top-level design based on the industrial & urban integration, urban-rural integration and people-oriented should be adopt to realize the value innovation both on industrial restructuring and intensively land use in industrial parks, local administrative regions and county-suburban villages.
