Under the new situation, the establishment of public cultural service system of modern times is a crucial measure that can ensure and improve people's livelihood, is an inevitable demand that can promote flourishing development of cultural undertakings and is a vital mission that can carry forward socialist core values and establish a socialist cultural power.
