绿色施工质量管理制度执行力探讨

摘要

China has made many policies and regulations about green construction since 2001, however, the implementation of policy and law is not strong, there are many problems in the quality of green construction, so it becomes imminent to improve the system implementation. This paper firstly introduces the source of the green quality problem, sums up that the key problem is the lack of implementation. The game model of enterprises and the government in green construction management is built by the game theory. The game behavior of enterprises and the government is analyzed. The coping strategies of improving the system implementation are discussed from two aspects of enterprises and the government.%我国自2001年以来制定了多部关于绿色施工的政策法规，然而由于政策法规执行力度不强，绿色施工质量出现很多问题，所以如何提高制度执行力就变得迫在眉睫。文章首先理清了绿色质量问题的来源，总结了关键问题是执行力的薄弱。采用博弈论的方法，建立绿色施工管理中企业和政府的博弈模型，分析企业和政府博弈行为，从企业和政府两方面探讨提高制度执行力的应对策略。
