基于综合集成研讨厅的初始水权分配决策支持系统体系研究

摘要

In order to better solve a series of complex decision problems due to the inefficiency existing in traditional initial water rights allocation,the fairness between the various stakeholders,limitation of the configuration method and imperfect supporting laws etc.,and according to the integrated process of the solution,it is concerned with the requirements of the system,and a MSDSS is developed.Based on the comprehensive integration theory of Tsien Hsueshen to solve the problem of complex giant system,this paper constructs HWMSE as a decision-making platform,and establishes the system architecture based on this platform.%为了更好解决由于传统初始水权分配中现存的效率不足、无法兼顾各利益主体间的公平、配置方法存在局限性以及配套法律不完善等问题,引申出的一系列复杂决策问题,根据其求解的综合集成过程关注到对系统的需求,并制定出一种综合集成型决策支持系统,借鉴钱学森提出的解决复杂性巨系统问题的综合集成理论,构建初始水权分配综合集成研讨厅作为决策平台,进而建立起基于此平台的系统体系结构.
