The development from"China in China"to"China in the World"has reshaped the relationship between the northwest border areas and the southeast coastal areas and territorial seas. Contemporary China is closer to the ideal geo-political state of land-sea biaxial equilibrium than in any other historical period. In almost every important period since its entry into modern times, China was faced with a hard choice between land and sea and suffered much from the impacts on the national po-litical paradigm. Nowadays, when history meets with reality, the northwest border areas and the south-east coastal areas and territorial seas see the prospect of achieving mutual construction and co-existence through deeper exchanges and interactions, which has been enlightened by the Belt and Road strategy. It can be said that it is exactly a reflection of the transition from"historical China"to"Real-istic China"at the level of national strategy to take the new equilibrium in national politics based on deep land-sea biaxial exchanges, integration, mutual construction and co-existence as the intrinsic basis for the Belt and Road strategy to lead the new globalization. The new development concepts and action mechanism of the Belt and Road will promote deep economic, political, social and cultural changes in the world. This process will also greatly expand the horizon of sociology of development.%从"中国之中国"走向"世界之中国"的过程,重塑了西北边疆与东南海疆的关系,当代中国比任何时期都更接近陆海双轴均衡的地缘政治理想状态.跨进近代之槛以来的各个重要时期,中国几乎都面对着陆海双轴的艰难抉择,也因国家政略基线遭遇的冲击而备受煎熬.今天,在历史与现实的交汇处,从"一带一路"可以体悟到,西北边疆与东南海疆由更为深入的交流汇通而达到互构共生的前景.可以说,以陆海双轴的深度交融和互构共生的国家政略新均衡态势,作为"一带一路"引领新全球化的内在基础,正是"历史中国"与"现实中国"相遇与相知在国策层面的表达."一带一路"的新发展主义理念和行动机制,将促成全球经济、政治、社会、文化等各个方面的深刻变化,这一过程也拓宽了发展社会学的深远空间.
