赋权多数规则和鲍达数规则的理性条件及工程应用

摘要

This paper introduces the rational conditions of majority rule with weight and Borda number rule in technical scheme selection and their engineering application. The results show that the proposal number should be equal to 3, and the decision team number should be the interval of [5,9] to prevent a decision-making paradox. Then it gives the limit conditions to avoid technology autarchy and collusion. Finally,it considers that the Borda number rule is a optimal decision method for technical scheme selection, and demonstrates it by some actual engineering application.%提出并论证了赋权多数规则和赋权鲍达数规则的理性条件，从理论上论证了在实施赋权多数规则和赋权鲍达数规则选择工程技术方案时，备选方案宜取3个，决策群体宜由5～9人组成，这样可避免“决策悖论”的出现。对决策者权值的选取提出了限制条件，以避免技术独裁和技术窜谋。认为鲍达数规则更适合工程技术决策，并给出了应用案例。
