在以扩大海外基础设施投资为标志的“一带一路”倡议走向落实的2014至2015年，中国的对阿政策却显示出了“经济止损、深度介入”的特点，在双边经贸关系有所减弱的同时，深入介入到阿富汗民族和解进程和阿富汗-巴基斯坦的双边中去。经过将近一年的尝试，中国在阿富汗问题上的国际影响力已经得到了显著提高，也实现了与美国的协调合作，长期来看这也会有利于中国在阿富汗和阿巴边境的相关投资项目。这一“阿富汗模式”是在坚持不干预内政原则的情况下，对中国传统的“发展外交”模式的突破，对于“一带一路”倡议的具体落实具有重要的参考意义。%The “One Belt One Road” initiative focusing on infrastructure investment and mutual connectivity has been implemented in 2014 and 2015 , while China‘s Afghanistan policy has returned to “reduction of possible economic loss and enhance overall involvement.” China has joined the reconciliation process in Afghanistan and played a role in Afghanistan-Pakistan bilateral relations, despite a decline in economic and trade connection. After one year‘s experiment, China‘s influence in Afghan affairs has been largely increased, a cooperation with the United States has been reached. Going beyond the traditional “development diplomacy”, this “Afghanistan policy model” will hopefully help the implementation of OBOR initiative.
