本研究调查怀化市城镇居民基本医疗保险对居民“看病难看病贵”问题的缓解情况，调查结果表明，城镇居民医保对“看病难”问题改观不大，“看病责”相对减轻，并存在城镇居民医保认知度高，参保意愿不强的情况。本文对此分析原因并有针对性地提出了四项建议：完善城镇居民医保政策，增强制度吸引力；调整医疗资源配置思路，发挥各类医疗机构作用；探索建立新型人才流动模式，提高基层医院医疗水平；强化政府责任，加大政府投入力度。%The research investigates the Urban Residents Basic Medical Insurance and situation of ＂ thedifficulty and high cost of getting medical service＂. The survey results showed that Urban Residents Basic Medical Insurance on the problem of ＂, difficulty to see a doctor＂ little changed and ＂expense in seeing a doctor＂ is relativelyreduced ,and the awareness of Urban Residents Basic Medical Insurance is high, but not strong willingness to participate in insurance.
