城乡失能老人社区居家照护服务的差异及对策

摘要

随着人口老龄化进程的加快，我国失能老人比例不断攀升。城乡失能老人社区居家照护服务发展不协调。在调查的基础上通过对比分析，发现城乡在社区居家照护服务方式、主体、内容以及基础条件等方面均存在较大差异，总体来看城市较之农村有明显优势。应从加大健康教育培训力度和政府照护资金投入、缩小城乡照护服务内容差距等方面统筹推进城乡失能老人社区居家照护服务体系建设，推动社会公共养老服务均等化，改善失能老人的生活质量。%With the acceleration of population aging,China disabled elders increased. Urban and rural disabled elders community home care service development uncoordinated. On the basis of survey through the comparison and analysis,we found that the urban and rural areas in the community home care services have bigger difference, overall urban advantage is greater than the countryside. We should intensify health education training and the government care funding,narrow the gap between urban and rural care service content,etc as a whole to promote urban and rural disability elders community home care service system construction,to promote the equal social public pension services,and improve the quality of life of disabled elders.
