This article reviews progress in our understanding and measurement of the difference between land urbanization and population urbanization, discusses interactions between the two evolving trends, and analyzes the fundamental cause of the distinction between excessive land urbanization and incomplete population urbanization in China. The author points out that regarding smal town development as a boost to excessive land urbanization in our country is unfair, and the expansion of built-up areas in China’s big cities is the main cause of excessive land urbanization. We should also learn the lessons of excessive urban expansion in the United States and other developed countries, apply the notion of intensive urban planning and construction, and aim to develop new and efifcient city centers and suburbs. This network of new cities and towns should reduce the consumption of resources, energy, and land, and so have a reduced environmental impact and increased output efifciency.%评述了土地城镇化与人口城镇化的内涵及其度量方法的进展；讨论了两者的互动演进关系；分析了我国土地过度城镇化与人口“半城镇化”现象产生的根本原因。指出将小城镇发展视为助推我国土地过度城镇化的主要模式是欠公允的，中国大城市建成区的扩张才是助推土地过度城镇化的主要模式；应当认真吸取美国等发达国家城市过度向郊外扩张的教训，运用集约型城市规划和建设的理念，着力打造资源和能源消耗少、土地空间占用低、环境负荷小、产出效率高的集约型郊区新城及其城镇网络体系。
